I am an EHO, qualified since 1998 and working in the ‘field’ of HMOs since 1999. I am a Team Leader in the Private Sector Housing service at Southampton City Council, where I am mainly responsible for enforcement activity and HMO licensing. I have worked in Southampton since qualifying.

Since the Housing Act 2004 came into force, I have been responsible for introducing and managing transitional and mandatory licensing, commissioning a stock condition survey to determine whether there is a need for an additional licensing scheme and various other licensing and enforcement functions.

Southampton is a large unitary authority with a huge private rented sector and over 7,000 HMOs. Prior to the introduction of HMO licensing in 2006, SCC had a city-wide HMO registration scheme with special control provisions, which was set up in 1999. Southampton also has an accreditation scheme for student housing, run in partnership with the two universities in the city. A further scheme has been developed to cover other private rented accommodation.

I have been a member of the HMO Network Steering Group since 2003 and  was secretary from April 2007 to June 2009.
