I have 29 years’ experience dealing with private sector housing in Sheffield. I started with HMOs up to the early 1990s and returned to run the HMO team in the early 2000s. The team deals with all aspects of HMO work including licensing and HHSRS. I have been instrumental in setting up Sheffield Council’s HMO webpage, which is highly regarded. I have also written all our Housing Act notices.
I have taken prosecutions and carried out works in default and also liaised with the Police on the harassment of an HMO tenant which saw an 18 months custodial sentence and the subsequent award to the tenant of over £30,000 in damages. I Chair the Yorkshire and Region HMO Network which covers a mix of metropolitan and rural authorities. Some have less than 10 HMOs whilst the larger authorities have closer to 10,000. I also advise the Council’s public sector about its responsibilities regarding disrepair, statutory nuisance and HHSRS as an expert witness. I have given evidence on both the landlords’ and tenants’ sides and also as a single joint expert. I am also on the LACORS expert panel reviewing issues relating to the implementation of the Housing Act 2004.
