I qualified as an EHO in 1981 and have predominately worked in the Housing field, first at Sheffield City Council, then at Croydon. In 1993 I was the sole officer dealing with Croydon’s 1992 HMO Registration Scheme, which remained the case until the new HMO Registration Scheme was implemented in 1999. During this time I took many successful prosecutions against owners for failing to comply with the scheme and also served Croydon’s only Control Order.
In 1999 more officers were drafted in to deal with the new Scheme and I was appointed as HMO Team Leader. I implemented an out of hours service to assist the London Fire Brigade in dealing with HMO fires outside of normal office hours and also worked with the Brigade to implement a working protocol for dealing with HMOs – the first in London.
In 2002 the HMO Team was merged with the Reactive Team and I was appointed Housing Enforcement Manager. I have now taken on the role of Divisional Director of Housing (Private Sector) on a temporary secondment. HMOs remain my primary interest. I am currently engaged in an active advertising campaign to raise tenants’ awareness of issues surrounding unlicensed and below-standard HMOs.
I have been a member of the Network’s Steering Group since late 2006.
